Summary for The Sico Company aka Sico 835 aka J & J Amoco
Use: Gas station and convenience store.

Remedial Action reports were on file at the DEP from three different environmental engineering firms on behalf of Sico (30 reports) from August 1993 through May 12, 2006.

The site was upgraded in February 1993 with three gasoline underground storage tanks. Prior to the upgrade, four fuel tanks were removed and the results of the UST closure/site assessment were submitted in a SIR (Site Investigation Report) to the DEP August 1993.

June 1993 four ground water monitoring wells were installed and sampling of potable wells in the area of the gas station was initiated in July 1993.

March 1995 Two additional monitoring wells were installed and a Remedial Action Work Plan was submitted to the DEP June 1995.

December 1996 the NJDEP requested quarterly ground water monitoring and sampling program be initiated along with periodic sampling of nearby potable supply wells.

July 1997 three more groundwater monitoring wells were installed.

March 2001 six additional monitoring wells were installed at off-property locations. This totals 15 monitoring wells.

October 10, 2001 a DEP Directive and Notice of Insurer(s) was issued to The Sico Company on findings for discharge of hazardous substances, including but not limited to Petroleum Hydrocarbons, (BTEX, MTBE, TBA). The notice contain 8 directives requiring immediate action.(See reference)

December 2001 three additional monitoring wells were installed at off-property locations totaling 18 monitoring wells.

July 2004 two replacement potable supply wells were installed per the request of the homeowners.

August 2004-September 2006 Due to ground water contamination of Volatile Organics including TBA, MTBE, and Benzene, private potable well water analyses were performed in vicinity of the Sico station regularly. Several property owners have POETS (Point of Entry Systems).

September 20, 2006 DEP notifies Sico that well results collected on August 2006 from three well samples from residences approximately 1000' from the site were reported with benzene, two of the wells were over the MCL limits. (See reference)

January 22, 2007 NJDEP Memorandum Requess Enforcement Review of Sico for non-compliant with respect to ground water delineation and source remediation. Background: A gasoline release from this active retail gasoline service station has resulted in a contamination plume that has migrated offsite and contaminated six wells. All six wells are on POETS. The remedial activity was terminated by Sico due to employee attrition and the current consultant is not authorized to continue with the treatment system. Currently all site remediation have ceased despite DEP's request to continue with source remediation.

February 05, 2007 NJDEP sends The Sico Company a Notice of Violation. Remedial Investigation Work Plan due to the DEP by March 5, 2007.0
